For those who can recall Obote’s description of Museveni, the latter is a pathological liar that only tells the truth by accident. This apt description fits very well with the deceitful lies, and trickery by yawning senile Museveni during the impasse in the Rwanda-Uganda normalization process – of which he himself caused with his highly duplicitous character! 

Let us look at the different ways senile Museveni has been a serious stumbling block to normalization of relations. From way back in the mid nineties: 

1. Deceitful, diaper-wearing Museveni always lied (among other things) that he has not meddled into the politics of Rwanda, but evidence on grounds showed otherwise, they exposed him plotting, commanding, financing, and overseeing plans aimed at destabilizing the Republic of Rwanda, so as to control Rwanda. He, and his minions, have always tried to deny it but the evidence is there and is as plentiful as it is clear. 

2. Deceitful, diaper-wearing Museveni for example sent his young brother Salim Saleh — real names Caleb Akandwanaho — to meet Seth Sendashonga in Nairobi to finalize plans of arming his 600 former FAR into a rebel group. These were to be financed and backed by Kampala to attack Rwanda in 1998. This was barely four years after the genocide. 

3. Deceitful diaper-wearing Museveni, at the time, repeatedly lied that to him Rwanda and Uganda were “brotherly countries”, and that “nobody would attack Rwanda from his country,” Yet no sooner had RPF liberated Rwanda that the liar was up to his schemes of trying to destabilize Rwanda, working with remnants of FDLR. In the process, he gave Ignace Murwanashyaka and six of his accomplices, Ugandan passports to ease their movements while spreading genocide ideology and tarnishing the Rwandan administration. 

4. Deceitful diaper-wearing Museveni lied that he had “nothing to gain from working with defunct genocidal forces like FDLR”, yet two high-ranking officials of FDLR, Ignace Nkaka alias La Forge Fils Bazeye and Jean Pierre Nsekanabo alias Abega, were intercepted and arrested in Bunagana following a meeting with RNC officials in Kampala, coordinated by one of senile Museveni’s minister of state Philemon Mateke. This Mateke, an old Parmehutu extremist die hard, was working on Museveni’s orders to coordinate activities of Kampala’s proxy groups hell bent on destabilizing Rwanda. Bazeyi and Abega detailed how Mateke had assured them of Uganda’s tyrant unreserved support.  

5. Deceitful diaper-wearing Museveni lied that he had no intention of harming Rwandans yet, his junta regime, today is the sanctuary to thousands and thousands convicted genocide fugitives and suspects, who should have been produced to serve their sentences or stand trial for their crimes of genocide. Senile Museveni is, therefore, the best friend of genocidaires and Interahamwe who protects them. Secondly, his CMI, and its head vampire Abel Kandiho are always hunting down innocent Rwandans, illegally arresting, detaining, and torturing them. How can that old, arm-rotting tyrant claim “he doesn’t harm Rwandans”?! 

6. Deceitful diaper-wearing Museveni, lied that he has never abetted nor aided anti-Rwanda subversive groups in Uganda, yet he was publicly exposed for meeting terrorists such as Charlotte Mukankusi, RNC’s commissioner for diplomacy. When exposed by the media, the shameless old liar claimed he had met Mukankusi “by accident!” But the diplomatic passport he gave her too was exposed! That provided further proof he gives traveling documents to facilitate every imaginable anti-Rwanda element.  

7. Deceitful diaper-wearing Museveni lied that he had no business in the creation of RNC, yet he ordered and supervised the evacuation of its leaders Kayumba Nyamwasa who was sneaked out of Rwanda via Rwempasha porous border, and Patrick Karegeya who escaped from Kigali to Kampala via Rubare and Mbarara, before flying to South Africa with his help.

The deceitful, diaper-wearing old tyrant lied that he had no hand in RNC affairs, even when he was caught giving support and cadreship to RNC  members in Kampala, including Pastor Deo Nyirigira, Frank Ntwari, Frank Ruhinda, Sulah Nuwamanya, Prossy Bonabaana, and many more.  

9. He lied that he did not have anything to do with RNC terror operations against Rwanda using DRC, yet, when its militiamen were decimated and annihilated in Minembwe by FARDC, those arrested narrated  how they received they were mobilized, received moral, logistical and military support from criminal dictator Museveni. They were annihilated as they were moving to North Kivu, close to Uganda borders according to Habib Mudathir.

10. The Matooke Republic dictator lied that he is “a peaceful regional leader”, yet he sponsored terror groups like RUD-Urunana of Ingabire Victoire and MRCD-FLN of convict Paul Rusesabagina to wage war against Rwanda in Musanze and  Nyungwe forest.  

Anything that comes from deceitful diaper wearing Museveni should be taken with a massive pinch of salt. Most advisable is to immediately dismiss anything he claims; for he is a natural and a pathological liar.  

Until senile Museveni fulfills Rwanda’s demands that were laid down in the previous Luanda MoU, fully and with no condition, the diaper-wearing criminal Museveni’s special messages to Rwanda’s leaders are nothing but his usual duplicitous games, to be discarded with scorn.
