The rebel activities are a work of senile Museveni that he frequently use to destabilize the region.  

In a recent closed-door meeting between South Sudanese Central Equatorial State governor, Emmanuel Anthony Adil and Uganda’s delegation headed by Adjumani Resident District Commissioner (RDC), Peter Taban Data during which Uganda was served with a stern warning to halt all rebel activities happening on its soil or face dire consequences. 

A similar incident happened back in 2017 when South Sudan almost went to war with Uganda when the then  Governor of Torit State, Eastern Equatorial Province Alberio Tobiolo Oromo tabled intelligence information indicating that some rebels are harboured in the refugee settlement in Uganda from where they coordinate their activities before intensifying attacks in South Sudan. 

These rebels don in the Ugandan army uniforms when making incursions into South Sudan, where they lead attacks and later retreat to Uganda as refugees and asylum seekers. 

Complaints about rebel activities in refugee camps in Uganda is not exclusive to South Sudan, similar incidents happen in camps hosting anti-Rwanda armed groups who also guise as refugees in Uganda in different camps like Nyakivale. In the same camps, recruitment of anti-Rwanda militias have been going on for years and Rwanda has lodged complaints about this.
