The only difference is that Museveni gives money only to corrupt Ugandans for his convenience, but not out of goodwill or for poverty eradication. 

Despot Museveni is known for blaming the leaderships that came before him for his own failures even after 36 years of his own. Yet Uganda has only been below the poverty line only under his reign of terror. He brags about giving people money, which everyone knows turned out to be a hoax during the Covid relief. 

The senile General brags about “prosperity for all” when in fact he means prosperity for himself. Hiked taxes, hiked commodity prices, stinking poverty, all point to how Museveni works only for himself and his children and not the people.  

Poor, kong-suffering people of the Matooke Republic, the dictator will soon tell you to eat grass!
