To many when the name Victor Bout is mentioned, they think of a notorious mafia arms dealer, and Russian mercenary. But in Uganda, especially in Museveni’s personal criminal dealings, he is a former tightly close partner of senile Museveni in illegal arms and mineral dealings.

Victor Bout has recently been released, in a swap deal between Russia and the US, where he was serving his 25 years of jail term on crimes against humanity and illegal arms trafficking. He was swapped for a US citizen who was imprisoned in Russia for possession of narcotics. But the world should know this man more for his links with tyrant Museveni, a major factor of instability in the Great Lakes region.

Prior to his imprisonment in the US Victor Bout was named in the 2002 UN Report approved by the Security Council as a staunch partner of Museveni. Bout, according to the report, used Uganda as a conduit for the weaponry he was smuggling, especially to West Africa.

Titled “Plundering of DR Congo natural resources: Final report of the Panel of Experts” warmonger and regional destabilizer Museveni was reported to have sold Uganda-based non-operational airline company Okapi Air, to the Russian Mafia, aka “Bratva.” The purchase of the company allowed Bout to use Okapi’s licences in transporting illegal mined diamonds and golds from DRC.

The same report equally stated that at Entebbe Bout installed a clandestine Airline company called “Cess Air”, to allow him operate flight logistics without further supervision by global aviation companies. In that company, of course greedy, corrupt Museveni had to have shares (quid pro quo) to allow this foreign mafia plunder Congo resources while also arming Museveni-backed rebel groups to the teeth!

Even after the imprisonment of Bout, he continued to work with his young brother, in the most covert operations that transported illegal minerals from DRC. It is not yet clear why the US, which jailed Bout, did not sanction senile Museveni on the same crimes.

Museveni, like we have always argued, is the most ruthless, greedy and barbaric ruler this region has ever heard. It is definitely true the Great Lakes region will never know peace when he is still alive.

Yet, a dimwitted troll like “Gakwerere” – real names Obed Katureebe who is a similar notorious criminal under the protection of despot Museveni – will invent all sorts of nonsensical claims, to slander Rwanda and its leaders. The clown deliberately swept under the carpet all the facts about his inept and criminal paymaster Museveni, as if people are blind!

He only fools the most gullible.
